Hello Stacey,
Your coin is Constantine I and was minted in Trier, Germany in A.D. 319
Constantine I
A.D. 319
CONSTANTINVS AVG; helmeted and cuirassed bust right.
VICTORIAE LAET PP; two Victories stg., facing one another, together holding shield inscribed VOT PR on altar.
in ex. STR
RIC VII Trier 209
The pictures are a little out of focus, so I am not sure if your coin might be unofficial. If so, that means it was struck at the same time, just not by the Roman government, but by locals, probably because of a money shortage. I have a page about this-
http://www.constantinethegreatcoins.com/barb2/I just saw your second set of pictures and I am more inclined to believe that it is an unofficial issue. There may also be a dot in front of the STR in the exergue, but I can't be sure.
