I recently saw this coin for sale and it seemed odd to me, with soft features, odd surfaces and a type I am not familiar with in bronze. The reverse is IOVI CONSERVATORI and the platform of Jupiter's throne seems to be SIC V SIC X; which would indicate circa A.D. 313 for issue. Similar types are known in gold for both Licinius I and Licinius II. This one seems to be a hybrid of some known fakes-- combining the fake Licinicus GLORIA obverse (second picture below) with the Licinius II reverse.
