On the obverse of this unofficial VLPP you can just make out the outline of another bust. I suspect this coin was overstuck on aan official coin that was devalued after the VLPP was introduced, maybe a SOL type, though I can't make out any deatails on the revers. At 19x21mm and 3.1gm it also seems likely to have originally been an official mint product.
